    Stock menus: display command words and nouns from the text strings

    In 45 of the stock menu files, the words that have a text string of
    their own (Quit, List, Next, Select, Upload, Download, Configure, Search,
    View, Chat, Reply, Send, Read, Delete, Edit, Change, Toggle, Find, Scan, Forward, Post, New, and the nouns File(s), Message(s), Menu, Mail,
    User(s)) are now displayed by @-code, e.g. "@List@ files in dir". A
    word translated once in a text.<lang>.ini file then appears in every
    menu, so a language needs fewer (or no) menu files of its own. The
    command keys are unchanged.

    Only a word that begins a command's description, or a capitalized noun,
    is replaced; section headings on a colored bar, split forms like
    "[Q]uit", the sysop menus and the WWIV-style menus are left as they were.

    Each run of padding after a replaced word becomes a space and a
    @POS:<column>@ anchor, so the columns and borders that follow stay in
    place when a translated word is longer. The English display is unchanged.

    Stock menus: clip over-long rows at the right margin

    A translated word longer than the English one can push a full-width menu
    row past the right margin, where the terminal wraps it and leaves a
    blank line. The menus that display translatable words now begin with @TRUNCATE@, so such a row is cut off at the margin instead.

    Nine menus that use all 80 columns in English (the spitfire and wildcat
    sets) are left without it, since truncating would change their English
    display.
