Stock menus declare their command keys; Spanish Quit is "Salir"
The private message, instant message, batch transfer, text section, and instant-message viewer menus set console.cmd_keys, so a translated Quit
word that starts with one of their command letters no longer takes that
letter (e.g. a Quit word starting with T at the Telegram prompt). The QWK
menu resolves its Quit key the same way instead of with its own copy of
the rule.
With collisions handled, the stock Spanish Quit goes back to "Salir",
and Select is translated ("Elegir"). (#1242)
