    Prompts declare their command keys, so Quit never shadows one

    Every prompt that combines the Quit key with other keys now declares
    those keys before it displays itself: the transfer protocol prompts
    (including the e-mail and netmail attachment prompts and the message
    attachment download prompt, which still let a translated Quit shadow a protocol), the file list prompts, the "Do you mean this user?" prompt,
    and the new-scan pointer prompts. The prompt then shows and accepts the resolved Quit key, e.g. "(Q)Salir" where a Spanish "Si" or a protocol
    already uses S.

    The file list download prompt now treats Ctrl-C as Quit rather than
    Next. unique_quit_key() and append_quit_key() are replaced by this.
