    New-scan time entry: re-prompt for an hour of 1-12 without am/pm

    On a 12-hour-clock system, a bare hour of 1-12 is ambiguous: after
    seeing "12 am", typing "12" means midnight to the user but noon as a
    24-hour value. Reject it and re-prompt with the hour and the original
    time's am/pm pre-filled (e.g. "3" becomes "3 pm"), so Enter accepts it or
    the suffix can be changed. Other invalid input re-prompts with the
    original value. A bare 0 or 13-23 is still accepted as a 24-hour value; 24-hour-clock systems are unchanged. (#1265)
