    QWK menu files: fixed-width command words, lowercase obv-2 keys

    Give each translatable command-word @-code in the default, spitfire, and
    obv-2 QWK menus a fixed width (e.g. @Download|L8@), the length of the
    English word, so a translation of a different length is padded or
    truncated instead of shifting the menu borders.

    The obv-2 menu's command keys are lower-case again (@DOWNLOADCHAR|D@
    etc.), as they were before the keys became @-codes.

    QWK menus: don't truncate translated command words

    The menu files padded each command word to a fixed width (@Word|L9@),
    which cut off any translation longer than the English word. The words
    are now displayed at their natural width and the text that follows each
    one is anchored with @POS:<column>@, so a longer word uses the blank
    space before the next column or the border. English output is unchanged.

    A word long enough to reach the next anchor pushes the rest of that line
    right; of the stock translations only the French and German Quit do, in
    the spitfire menu.
